Technical Sergeant Charles A. Carter distinguished himself in the performance of outstanding service to the United States as NCOIC, Network Operations, 425th Air Base Squadron, 39th Mission Support Group, 39th Air Base Wing, Izmir Air Station, Turkey, from 20 July 2011 to 23 June 2012. During this period, the outstanding professional skill, leadership, and ceaseless efforts of Sergeant Carter resulted in major contributions to the effectiveness and success of the North Atlantic Treaty Organization Garrison at Izmir. His capable vigilance led to the rapid rekey of nine failed encryption devices restoring secure communications for intelligence analysts and the Air Allied Commanding General in less than 30 minutes. In addition, Sergeant Carter expertly performed his role as base Information Systems Security Officer and ensured Izmir achieved compliance ratings during the Unit Compliance Inspection and the Information Assurance Assistance Program Inspection. HE EFFICIENTLY CONFIGURED SIX NETWORK ENCLAVES, 154 SERVERS, AND 115 WORKSTATIONS WHICH RESULTED IN AN EARLY CYBER C-1 CERTIFICATION SCORE OF 98 PERCENT FOR THE BULKELEY.
