FOR MERITORIOUS SERVICE WHILE SERVING AS PLUMBER AND FACILITY MANAGER FOR TULSA DISTRICT, ARMY CORPS OF ENGINEERS, OKLAHOMA FROM APRIL 2014 TO AUGUST 2016. DURING THIS PERIOD, STAFF SERGEANT ROGER B. MILLIN PERFORMED HIS DUTIES IN A HIGHLY PROFESSIONAL MANNER. IN THIS CRITICAL POSITION, HE WAS RESPONSIBLE FOR PLANNING, DIRECTING, AND OVERSEEING BUILDING MAINTENANCE OPERATIONS AND SERVICES FOR ALL SEVEN BUILDINGS THAT COMPRISED THE TULSA DISTRICT CORPS OF ENGINEERS. HE ENSURED ALL PLUMBING AND ELECTRICAL MAINTENANCE AND GENERAL UPKEEP OF THE FACILITY BUILDINGS WERE FORECASTED AND SCHEDULED APPROPRIATELY, WHILE KEEPING COSTS TO A MINIMUM. IN ADDITION, HE REVISED THE FACILITY WORKSHOP WHICH IMPROVED THE ACCOUNTABILITY OF OVER 1,000 ITEMS AND FACILITATED THE EFFICIENT COMPLETION OF MAINTENANCE REQUIREMENTS AND PURCHASE ORDERS. FURTHER, HE COORDINATED WITH HEADQUARTERS, CORPS OF ENGINEERS, TO OVERSEE NUMEROUS CONSTRUCTION PROJECTS IN THE REGION, REDUCING OUTSOURCING COSTS BY FIFTY PERCENT. STAFF SERGEANT MILLIN'S DISTINGUISHED ACCOMPLISHMENTS REFLECT CREDIT UPON HIMSELF, THE ARMY CORPS OF ENGINEERS AND THE UNITED STATES ARMY.
MERITORIOUS SERVICE WHILE SERVING AS FACILITY MANAGER AT THE PRESIDENTIAL RETREAT, CAMP DAVID, MARYLAND FROM MAY 2016 TO SEPTEMBER 2019. DURING THIS PERIOD, SERGEANT MANUEL SAPANGBATO LED NINE PERSONNEL IN THE COMPLETION OF OVER 25,000 HOURS OF CORRECTIVE AND PREVENTIVE ELECTRICAL, HVAC, AND PLUMBING MAINTENANCE FOR SIX PRESIDENTIAL FACILITIES VALUED AT OVER $100M, SAVING OVER $300,000 IN CONTRACTOR COSTS. IN ADDITION, HE DEPLOYED FOR SIX MONTHS AS CAMP MAINTENANCE TECHNICIAN FOR DETAIL ISRAEL WHERE HE COMPLETED A TOTAL OF 100 WORK ORDERS COSTING AN ESTIMATED $20,000 IN REPAIRS AND REPLACEMENTS OF PLUMBING, ELECTRICAL, AND HVAC EQUIPMENT, WHICH RESULTED IN A 100 PERCENT OPERATIONAL CAMP. FURTHER, AS THE CBRN NCO, HE TRAINED OVER 80 PERSONNEL IN PROPER TECHNIQUES AND PROCEDURES WHILE MAINTAINING OVER TWO MILLION DOLLARS WORTH OF SPECIALZED EQUIPMENT AND $40,000 IN SUPPLIES. SERGEANT SAPANGBATO'S UNPRECENDENTED ACCOMPLISHMENTS REFLECT GREAT CREDIT UPON HIMSELF, THE NAVAL SUPPORT FACILITY THURMONT AND THE UNITED STATES ARMY.
Although the main goal of the mission was carpentry and masonry, PFC Parkulo's knowledge outside of his MOS (21K-Plumber) was vital in the aid when it came to pouring concrete and building form-work for the foundation of the project. His arduous attention to detail when it came to assuring every corner of the slab was filled thoroughly to reach its maximum strength possible produced excellent results throughout the rotation. His knowledge outside his MOS contributed to the success of the platoon's mission.
