MERITORIOUS SERVICE DURING THE WARFIGHTER EXERCISE CONDUCTED DURING ANNUAL TRAINING 2019. FIRST LIEUTENANT KRAMER SERVED AS DIVISION TACTICAL (DTAC) OPERATIONAL LAW ATTORNEY. HE ADVISED THE 36TH INFANTRY DIVISION DEPUTY COMMANDER FOR MANEUVER DURING PIVOTAL POINTS IN THE MISSION INCLUDING A WET GAP CROSSING AND AN AIR ASSAULT, CONTRIBUTING TO SUCCESSFUL MISSION COMPLETION. FIRST LIEUTENANT KRAMER ENHANCED THE ABILITY OF THE 36TH ID SJA TEAM TO PROVIDE WORLD-CLASS LEGAL SERVICE AND TIMELY, SAGE LEGAL GUIDANCE THROUGHOUT THE WFX EXERCISE BY CREATING THE 36TH ID BATTLE BOOK, WHICH PROVED TO BE AN INVALUABLE RESOURCE FOR ALL FUTURE ACTIVITIES. LIEUTENANT KRAMER'S ACTIONS WERE IN KEEPING WITH THE FINEST TRADITIONS OF MILITARY SERVICE AND REFLECT GREAT CREDIT UPON HIMSELF, THE 36TH INFANTRY DIVISION AND THE UNITED STATES ARMY.




MERITORIOUS SERVICE WHILE SERVING AS STAFF JUDGE ADVOCATE TO EXECUTIVE ASSISTANT DIRECTOR, PACIFIC OPERATIONS, NAVAL CRIMINAL INVESTIGATIVE SERVICE FROM SEPTEMBER 2011 TO AUGUST 2014. LIEUTENANT ELIZABETH ENTWISTLE PERFORMED HER DEMANDING DUTIES IN A HIGHLY PROFESSIONAL AND EXEMPLARY MANNER. AS THE LEGAL ADVISOR TO OVER 450 PERSONNEL IN FOURTEEN STATES AND EIGHT COUNTRIES, THE EXCEPTIONAL TRAINING AND GUIDANCE SHE PROVIDED WAS CRITICAL IN RAISING THE STANDARD OF PRACTICE FOR COMMAND AUTHORIZED SEARCHES, MILITARY JUSTICE READINESS, AND PROSECUTION OF CRIMINAL OPERATIONS. IN ADDITION, SHE DEVELOPED THE "QUICK START GUIDE" FOR INVESTIGATING ADULT SEXUAL ASSAULT CRIMES WHICH SET THE STANDARD FOR SEXUAL ASSAULT INVESTIGATIONS THROUGHOUT THE AGENCY. LIEUTENANT ENTWISTLE'S DYNAMIC LEADERSHIP, BRILLIANT LEGAL ACUMEN AND STRONG DEDICATION TO DUTY REFLECTED GREAT CREDIT UPON HERSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED NAVAL SERVICE.




Captain Brian R. Pummill distinguished himself by meritorious service as the Deputy Staff Judge Advocate, Office of the Staff Judge Advocate, 7th Bomb Wing, Dyess Air Force Base, Texas, from 11 July 2016 to 23 October 2019. During this period, Captain Pummill organized and conducted military justice seminars for commanders and First Sergeants, arming these leaders with a clear understanding and implementation of the Uniform Code of Military Justice. He demonstrated initiative in creating a streamlined Flying Evaluation Board post review process which eliminated lengthy delays. Selected to serve as senior trial counsel in two complex courts-martial, Captain Pummill's litigation prowess secured convictions in both cases. His investigation and legal analysis were critical in a case leading to the termination of a civilian employee for larceny of government property. Additionally, his analysis of case dispositive court rulings in a high profile molestation case enabled the government to pursue a necessary appeal. Finally, Captain Pummill's outstanding knowledge and skill aided immeasurably in preserving the 7th Bomb Wing's access to a bomber training site that was threatened in high profile environmental law litigation. The distinctive accomplishments of Captain Pummill reflect credit upon himself, the 7th Bomb Wing, and the United States Air Force.




FOR MERITORIOUS SERVICE WHILE SERVING AS AN ADMINISTRATIVE LAW ATTORNEY, III CORPS AND FORT HOOD, FROM AUGUST 2015 TO NOVEMBER 2015, AND A TRIAL DEFENSE COUNSEL, UNITED STATES ARMY TRIAL DEFENSE FORT HOOD FIELD OFFICE FROM DECEMBER 2015 TO AUGUST 2016. CAPTAIN LAWRENCE PROVIDED EXCELLENT LEGAL ADVICE TO COMMANDERS AND ZEALOUSLY REPRESENTED COUNTLESS SOLDIERS INVOLVED IN A VARIETY OF ADVERSE JUDICIAL AND ADMINISTRATIVE PROCEEDINGS. CAPTAIN LAWRENCE'S EXEMPLARY PERFORMANCE REFLECTS GREAT CREDIT UPON HIMSELF, THE JUDGE ADVOCATE GENERAL'S CORPS AND THE UNITED STATES ARMY.




AS SENIOR DEFENSE COUNSEL, CAPTAIN LOPEZ' DESIRE FOR KNOWLEDGE AND EAGERNESS TO SUCCEED IN HIS MISSION FOSTERED A TRULY REMARKABLE WORKING ENVIRONMENT. THROUGH HIS TRAINING AND MOTIVATION, HE DEMONSTRATED AN UNMATCHED COMMITMENT TO THE UNIT'S READINESS. CAPTAIN LOPEZ WORKED LONG HOURS ON HIS PERSONAL TIME IN ORDER TO LEARN AND GROW IN HIS JUDGE ADVOCATE ROLE, ENSURING THAT THE 1450 JAG DET WAS FULLY MISSION CAPABLE.
