For outstanding meritorious service while serving as the Principal Central America Advisor to the Combatant Commander (CCDR). Master Sergeant Gordillo provided indispensable strategic-level political-military advice and analysis on policy changes, significantly contributing to command leadership's engagements with senior government representatives of Central American countries. His exceptional leadership, expertise, and innovative thinking were instrumental in shaping CCDR policy, strategy, and engagements, ultimately enhancing U.S. national security interests in the region.

Sergeant Gordillo expertly led and shaped 34 CCDR engagements with key officials from 13 nations, Congress, and inter-agency, supporting the development of $200 million in cooperation plans to counter China's efforts. His leadership and strategic insights led to the successful implementation of five critical initiatives targeting regional National Security objectives.

Furthermore, Sergeant Gordillo led multiple U.S. interagency teams across 18 Government Service Units (GSUs), resulting in the development of three policies, 45 security cooperation initiatives, and plans to improve regional stability. His actions significantly contributed to decreasing regional migration by 60% and increased Non-Commissioned Officer Corps training for partners. Additionally, he brought together 100 leaders from 13 nations to address novel security challenges, further bolstering regional security.

In one exemplary achievement, Sergeant Gordillo facilitated the transfer of 38 Jeep J8s out of Guatemala, mitigating political and logistical challenges spanning nine years. His acquisitions and international expertise were critical in the planning, contracting, and execution of the transfer, completed within two weeks of official notification.

Moreover, Sergeant Gordillo steered four regional efforts with two Allies, supporting the acquisition of three Bell 412 Helicopters for Guatemala, coordinating synchronized cyber training for three countries, and developing resiliency training for Belize. His efforts fostered collaboration among allies in countering China and Russia's influence in vital countries.

Sergeant Gordillo's exceptional performance, deep understanding of technical security cooperation programs, and innovative strategic thinking have significantly impacted CCDR policy, strategy, and engagements in the Central American region. His invaluable contributions to regional stability and U.S. national security interests reflect great credit upon himself, the Central America Advisor, and the United States Army.




Primary Instructor

(NAME) served as the primary instructor for (insert), supporting the SFAB training plan. Despite not having a relief in place with the previous CA element he/she still took the responsibility of teaching (xx number) of Host nation Soldiers weekly, eventually teaching (xx number) of Soldiers. She/He also developed a long term English Instruction Program incorporating multiple Army (or joint forces) elements, which proved to be invaluable in supporting the SFABs training mission as indicated by SFAB Leadership.




Civil Affairs NCO

MERITORIOUS SERVICE WHILE ASSIGNED AS A CIVIL AFFAIRS NCO FROM XXXXXXXX TO XXXXXXXX IN FOX COMPANY. STAFF SERGEANT GILLIAM'S FORTITUDE, DEDICATION, AND PROFESSIONALISM WERE INVALUABLE TO MISSION SUCCESS DURINNG HIS DEPLOYMENTS TO GERMANY AND LATVIA IN SUPPORT OF THE SPECIAL OPERATIONS COMMAND-EUROPE MISSION WITH LASTING IMPACT ON U.S. AND PARTNER FORCE INITIATIVES. HIS PERFORMANCE REFLECTS GREAT CREDIT UPON HIMSELF, THE 92ND CIVIL AFFAIRS BATTALION (AIRBORNE), THE 95TH CIVIL AFFAIRS BRIGADE (AIRBORNE), THE 1ST SPECIAL FORCES COMMAND (AIRBORNE), AND THE UNITED STATES ARMY.




Team Sergeant

SFC Richardson has exceeded expectations in multiple areas of leadership and operations in positions normally held by more senior NCOs, including Training NCO, First Sergeant and Information Assurance Technician Level 2 for battalion and 350th CACOM. He also represents the battalion for USACAPOC as a trusted agent, issuing SIPR tokens and alternate smart cards. Hi

There is no obstacle that can deter SFC Richardson from completing the mission. He was an essential operational asset, providing three personnel, one in support of Bravo Company for NTC 13-10 and two for NH Belize 14 Mission within a one year span. He always ensures that unit readiness is met by paying meticulous attention to scheduling. He sent two Soldiers to NCOES schools and ensures other Soldiers are scheduled when it doesn't conflict with operational obligations.

SFC Richardson overcomes challenges and resolves difficult operational obstacles to accomplish the mission. His dedication to mission readiness resulted in him developing a systems approach to raise physical fitness standards from 65% to 90% in less than 6 months. In addition, He was an essential asset in preparing and supporting the battalion to pass the Physical Security inspection the first time, a first in 490th Civil Affairs Battalion history.




Survey Team Chief

Exceptionally meritorious achievement during the period XXXXXXXX to XXXXXXXX, while serving as a Survey Team Chief and as the Alternate Analytical Laboratory System Operator for the 95th WMD-CST. Staff Sergeant Randy L. Neilson was instrumental in the awarding of accreditation by the American Association for Laboratory Accreditation (A2LA) in accordance with the compliance requirements of the International Organization ISO/IEC 17025 standards for the Analytical Laboratory System (ALS). His outstanding attention to detail and self-discipline while conducting analytical procedures in compliance with ISO/IEC 17025 standards directly contributed to receiving A2LA accreditation of the ALS six months ahead of schedule. The singularly distinctive accomplishments of Sergeant Neilson reflect great credit upon himself, the 95th Civil Support Team (WMD), the California National Guard and the United States Army.

~ Managed lower enlisted soldiers in support of the Civil Affairs Mission

~ Liaison between representatives of indigenous, international, non-governmental organizations and governmental agencies

~ Carried and secured over $1million in US currency at any given time to support area operations

~ Executive protection for indigenous government officials

Project Manager

As project manager, SFC Lewis provided efficient oversight of the construction of the 3,000 square foot facility for the Civil Military Support Element and other joint personnel billeted in Tingo-Maria, Peru. SFC Lewis' efforts, in adverse geographical surroundings and in continuous danger, saved over $1,000,000 by eliminating unnecessary construction costs. In addition, his actions extended operations for CMSE-Peru elements in multiple areas of operations in the Upper Huallaga Valley with government partners conducting eradication and alternative development operations in an area spannning over 950,000 square miles. SFC Lewis' sacrifice and work as an ambassador of the United States greatly improved the community involvement relationship.

Team Sergeant

o as acting CA Team Chief for DST Zormat, Afghanistan, he arranged numerous Key Leader Engagements (KLEs) with province governors

o served as the Contracting Rep; ensured contractors complied with all aspects of the contracts, phases were completed on schedule, and no additional costs

o revived a failing high visibility project when the project's sponsor could not support it, brought electricity to outer city




Civil Affairs NCO

o stepped up to lead the Joint Task Force Civil Support public affairs directorate on numerous occasions during deployment to Op NOBLE EAGLE

o played a vital part in uploading all CIM data to the UROC server




S-3 NCO

o managed the emergency evacuation of sensitive items from Santa Barbara unit as uncontrolled forest fire approached, saved over $500K worth of equipment, preserved mission readiness
