Meritorious service while serving as Quartermaster, 10th Support Group, Okinawa, Japan, from XXXXXXXXX to XXXXXXXXX. During this period, Master Sergeant Kelso's leadership directly facilitated the development of three chemical agent training sites, increasing training capacity by one hundred percent. In addition, after analysis of mission requirements, he revised the Special Operation Forces chemical and biological curriculum, improving defensive capabilities and reducing waste. Finally, he managed the acquisition of seven million dollars in chemical equipment consisting of 270 Joint Chemical Agent Detectors, 300 MultiRAE portable monitors, and 4500 LION Extended Response suits, enhancing the capabilities of military forces worldwide. Master Sergeant Kelso's extraordinary efforts and distinctive accomplishments during this period reflect credit upon himself, the 10th Support Group and the United States Army.




OUTSTANDING PERFORMANCE AS A MEMBER OF THE 485TH CBRN BATTALION TASK FORCE CRITICAL FORCES DURING VIBRANT RESPONSE 13-2. SPC SMITH'S HARD WORK, DEDICATION AND COMMITMENT TO EXCELLENCE WERE VITAL TO THE MISSION'S SUCCESS AND HELPED ENSURE THE TASK FORCE WAS PREPARED TO PROVIDE A WORLD-WIDE RESPONSE TO ASSIST LOCAL AUTHORITIES. HIS PERFORMANCE REFLECTS GREAT CREDIT UPON HIMSELF, 485TH CBRN BATTALION AND THE UNITED STATES ARMY.




SPC Smith worked outside of his duty MOS, holding a Chemical NCO position, and built the 15 STB CBRN program from the ground up. He established it in September 2012 and sustained it until relieved.

SPC Smith played a key role in the successful BRAC move of the 15 SB from Ft Hood to FT Bliss; maintained accoutablity of equipment during the difficult move process.

While serving in HHC 15 STB 15 SB, he installed two complete Air Conditioning units in the Battalion's only FLA's wWhile simultaneously assisting the Motor Pool with annual, semiannual, and biannual services.

Leveraged his knowledge of CBRN operations in the use of the Decontamination Apparatus System at the Kansas City Armory during AT




MERITORIOUS SERVICE AS SENIOR ENLISTED LEADER, EMERGENCY MANAGEMENT OFFICE, JOINT BASE PEARL HARBOR HICKAM, HAWAII, FROM AUGUST 2015 TO OCTOBER 2018. DEMONSTRATING EXCEPTIONAL MANAGERIAL AND LEADERSHIP SKILLS, SERGEANT COPELAND'S RELENTLESS PERSEVERANCE PROVIDED DIRECT SUPPORT TO THE COMMANDER AS A KEY MEMBER OF THE JOINT BASE EMERGENCY OPERATIONS CENTER. HIS OVERSIGHT PROVIDED ONE CLEAR AND ACCURATE DESCRIPTION OF THE CURRENT SECURITY SITUATION DURING FOUR POTUS VISITS. HE COLLABORATED WITH FEDERAL, STATE AND FIRST REACTION FORCES ON EMERGENCY ACTION PLANS SAFEGUARDING THE NATION'S MOST VALUABLE ASSET. SERGEANT COPELAND'S INVOLVEMENT IN THE EXECUTION OF 33 REAL TIME C2 EVENTS AND 20 MAJOR EXERCISES, ACCURATELY ASSESSED INSTALLATION READINESS AND CAPTURED VALUABLE DATA FOR LEADERS. FACILITATING PRODUCTION EXCELLENCE, HE MANAGED THE LARGEST FOOTPRINT OF CHEMICAL, BIOLOGICAL, RADIOLOGICAL AND NUCLEAR OCCUPATIONAL FORCE IN THE PACIFIC AND WAS SIMULTANEOUSLY RESPONSIBLE FOR 11 MANAGERS, 253 TENANT UNITS, $7 MILLION IN WARTIME ASSETS AND THE DEFENSIVE OVERSIGHT OF CONVENTIONAL AND NONCONVENTIONAL POSTURING. BY HIS STERLING ACCOMPLISHMENTS, PERSEVERANCE AND DEVOTION TO DUTY, SERGEANT COPELAND REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED AIR FORCE.




CAPTAIN JACK SPARROW WAS INSTRUMENTAL IN THE CHEMICAL, BIOLOGICAL, RADIOLOGICAL, NUCLEAR SURVEY SECTION ACHIEVING "GO" RATINGS IN ALL SEVEN MISSION ESSENTIAL TASKS EVALUATED BY UNITED STATES ARMY NORTH EVALUATORS DURING THE TEAM'S 2017 TRAINING PROFICIENCY EVALUATION. CAPTAIN SPARROW CONDUCTED FIVE SEPARATE ENTRY BRIEFS OVER A TWO DAY PERIOD, RESULTING IN INCREASED AND IMPROVED COORDINATION BETWEEN THE 6TH CIVIL SUPPORT TEAM AND THE INCIDENT COMMAND SYSTEM. DUE TO HIS KEEN INSIGHT AND RELENTLESS EFFORTS, THE 6TH CIVIL SUPPORT TEAM ACHIEVED ITS REQUIRED RECERTIFICATION AND REMAINS AT THE FOREFRONT OF COUNTER TERRORISM CBRN RESPONSE FOR THE STATE OF TEXAS AND THE NATION. CAPTAIN SPARROW'S EXCEPTIONAL PERFORMANCE, PROFESSIONALISM, AND DEDICATION TO DUTY REFLECT GREAT CREDIT ON HIM, THE JOINT TASK FORCE-MANEUVER ENHANCEMENT BRIGADE RESPONSE FORCE AND THE UNITED STATES ARMY.
