Meritorious service while serving as Supply Sergeant, Charlie Company, 2nd General Support Aviation Battalion, 4th Aviation Regiment from XXXXXXXX to XXXXXXXX. During this period, Sergeant Oswaldo Mobray demonstrated exceptional MOS knowledge and expertise by diligently and meticulously managing a property book of over 57 pages and 11 Sub Hand Receipt Holders (SHRH) valued at more than three hundred million dollars. His exemplary attention to detail was crucial in ensuring 100% accountability during his tenure as Supply Sergeant. Additionally, Sergeant Mobray volunteered over 60 hours of his time to instruct and mentor both Charlie Company and Delta Company NCOICs on GCSS-Army. His foresight and initiative improved Charlie and Delta Company's CSDP inspection rate from 89 percent to 100 percent, leading to enhanced mission readiness of the Company and the Unit. The distinctive accomplishments of Sergeant Mobray reflect credit upon himself, the 4th Aviation Regiment and the United States Army.




Outstanding achievement in the superior performance of his duties while serving as AH-64D/E Pilot in Command, B Company, 1st Attack Reconnaissance Battalion, 1st Combat Aviation Brigade, 1st Infantry Division, from 2 September 2019 to 14 August 2022. As the Property Book Officer, Captain Marcus Young facilitated the orderly transfer of responsibility during two change of commands with a property book value of approximately $245,000,000 with zero deficiencies. In addition, as the Property Book Officer, he represented the unit during an Aviation Resource Management Survey (ARMS) and ensured there was zero missing or lost property. Finally, Captain Young mentored the incoming Property Book Officer while being overall responsible for transferring 12 AH-64D/E aircraft valued at $380,000,000 to gaining units prior to deployment without any deficiencies. Captain Young's sterling performance brings great credit upon himself, the 1st Attack Reconnaissance Battalion and the United States Army.




Outstanding achievement while serving as Property Book Clerk, HHC, 98th Expeditionary Signal Battalion, from 11 July 2019 to 24 August 2022. In this important assignment, Sergeant Randy Barfield synchronized the movement of all unit equipment in support of high priority exercises across two separate Areas of Operation (AOR) while simultaneously maintaining meticulous documentation. He worked tirelessly leading the movement of essential personnel and equipment from Camp Buehring, Kuwait to Camp Arifjan, Kuwait and established a complete and accurate paper trail to ensure accountability. Sergeant Barfield's extraordinary efforts and accomplishments during this period reflected credit upon himself, the 98th Expeditionary Signal Battalion and the United States Army.




Outstanding achievement while serving as Property Book Officer, HHB, 164th Air Defense Artillery Brigade, from 16 February 2020 to 25 April 2023. During this period, Specialist Rusty Jackson was an integral part of the overwhelming success of HHB's supply operations in support of 2022 Annual Training. His outstanding dedication to duty and focus on mission accomplishment was instrumental to ensuring all EDI's property book was accounted for and stored, ready for shipping. Moreover, he devoted over 40 hours of personal time to turning in excess equipment valued at more than $100,000. Finally, Specialist Jackson overhauled company supply operations resulting in a seamless property book split inventory with no FLIPL actions initiated, in preparation of the unit's upcoming deployment. The accomplishments of Specialist Jackson reflect great credit upon himself, the 164th Air Defense Artillery Brigade and the United States Army.
