Meritorious service as Watch Commander and Platoon Sergeant, Headquarters Battalion, Provost Marshal's Office, Marine Corps Base Hawaii from March 2019 to October 2022. Sergeant Ratliff displayed exceptional managerial skill, uncompromising professionalism, and meticulous attention to detail while conducting and overseeing the policing operations and administrative duties aboard Marine Corps Base Hawaii. His proactive approach, passion, and understanding of law and policy resulted in unprecedented levels of safety and service provided to the residents and commanders and was critical to the security of Marine Corps Base Hawaii. As the Watch Commander and Platoon Sergeant, Sergeant Ratliff participated in and supervised over 300 criminal and administrative investigations, conducted over 400 traffic stops, and completed numerous hours of training and mentoring sessions for Marine and civilian police officers. Sergeant Ratliff's performance was in keeping with the highest traditions of military service and reflects great credit upon himself, the Provost Marshal's Office and the United States Army.
For outstanding meritorious service as the Provost Sergeant, Provost Marshal’s Office, Headquarters Battalion, Marine Air Ground Task Force Training Command, Marine Corps Air Ground Combat Center, Twentynine Palms, California, from July 2011 to August 2016. During this period, Master Gunnery Sergeant Freeman's significant contribution to the Provost Marshal's Office greatly improved the proficiency and professionalism of over 250 Marine and Civilian Police Officers. Through his vast experience, mentorship, and leadership, he ensured the optimal functioning of the Operations, Services, and Criminal Investigations Division sections to effectively serve and protect the population of this installation. Additionally, he was instrumental in providing sound advice to higher and continual communication to the occupational field sponsor concerning enlisted manpower shortfalls. Where junior Marines were filling in senior Marine billets, his direct leadership resulted in the successful operations and the successful development of staff noncommissioned officers. His hard work and perseverance greatly enhanced this department's readiness for accreditation and ensured that key training evolutions were conducted in a timely and accurate manner. Finally, Master Gunnery Sergeant Freeman was hand selected to serve on the Marine Corps police academy panel to provide mentorship to our future Marine and Civilian Police Officers. By his exceptional professional ability, steadfast initiative, and selfless dedication to duty, Master Gunnery Sergeant Freeman reflected great credit upon himself and upheld the highest traditions of the Marine Corps and the United States Naval Service.
Staff Sergeant Zachary C. Hassan distinguished himself by meritorious service as Installation Patrol Leader, 569th United States Forces Police Squadron, 86th Mission Support Group, 86th Airlift Wing, Ramstein Air Base, Germany. During this period, Sergeant Hassan was a vital asset to the Air Force's largest air provost mission. He efficiently resolved 16 motor vehicle accidents, five domestic assaults and two aggravated assaults and ensured timely processing and accurate reporting for commanders across the Kaiserslautern Military Community. In addition, Sergeant Hassan's poise and professionalism were instrumental while conducting over 100 man hours in joint patrols with the local Polizei. His demeanor and aggressive support for the local Police forces helped strengthen host nation relations and our strategic partnership abroad. Furthermore his superb command and control during a suicide attempt provided initial contact and first aid, stabilizing the victim and preventing the loss of life. Finally, Sergeant Hassan deployed to Ali Al Salem Air Base, Kuwait in support of Operation ENDURING FREEDOM where his effective response during a dual bomb threat lead to the hasty evacuation of over 800 personnel and guaranteed the protection and safety of over 30 thousand coalition forces and one billion dollars in combat assets. The distinctive accomplishments of Sergeant Hassan reflect great credit upon himself, the 569th United States Forces Police Squadron and the United States Air Force.
PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS TRAINING NONCOMMISSIONED OFFICER, PROVOST MARSHAL'S OFFICE (PMO), HEADQUARTERS AND SUPPORT BATTALION, MARINE CORPS INSTALLATIONS PACIFIC-MARINE CORPS BASE CAMP BUTLER, OKINAWA, JAPAN FROM AUGUST 2019 TO SEPTEMBER 2021. WHILE FULFILLING THE BILLET OF A SERGEANT, CORPORAL DONOVAN EXCELLED IN HIS DUTIES AND MADE SIGNIFICANT CONTRIBUTIONS TO THE PROFICIENCY AND READINESS OF SECURITY FORCES WITHIN THE REGION. CORPORAL DONOVAN PLANNED, COORDINATED, AND CONDUCTED OVER 400 HOURS OF LAW ENFORCEMENT INSTRUCTION TO 1224 SECURITY FORCE PERSONNEL, INCREASING THE READINESS AND COMPETENCY OF THE INSTALLATION'S SECURITY FORCES, AND STRENGTHENING THE POSTURE OF THE INSTALLATION'S FORCE PROTECTION AND SECURITY EFFORTS. ADDITIONALLY, DURING A HEADQUARTERS MARINE CORPS READINESS INSPECTION, CORPORAL DONOVAN WAS RECOGNIZED AS A CRITICAL ENABLER WITHIN THE PMO TRAINING SECTION AND THE SECTION WAS CITED AS THE STANDARD TO EMULATE THROUGHOUT THE MARINE CORPS. CORPORAL DONOVAN'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.
Meritorious service while serving as DBIDS PMO, 96th Security Forces Squadron, 96th Mission Support Group, Eglin AFB, Florida, from XXXXXXXXXX to XXXXXXXXXX. During this period, Technical Sergeant James Truman served as Provost Marshal, Security Officer, and Site Security Manager for the base Defense Biometric Identification System (DBIDS), the largest physical access system in the Department of Defense (DoD) to control and restrict access to an installation. He oversaw DBIDS identity management, force protection capability, and sensitive but unclassified (SBU) information for a section consisting of 15 work stations. Additionally, he enforced procedures to prevent unauthorized persons from viewing DBIDS screens to protect personal data collected, IAW Privacy Act Statement, increasing system security by 50 percent. Finally, the DBIDS section surpassed the section's goals, registering over 30,000 personnel in less than six months. The distinctive accomplishments of Technical Sergeant Truman reflect great credit upon himself, the 96th Security Forces Squadron, and the United States Air Force.
Senior Master Sergeant Robert F. Crawmer, United States Air Force, is recommended for the Bronze Star Medal for exceptionally meritorious service as Joint Provost Sergeant, Joint Provost Marshal's Office (JPMO), Bagram Airfield, Afghanistan, Regional Command (RC) East, North Precinct, in support of Combined Joint Task Force (CJTF)-1 and Operation ENDURING FREEDOM XII. Sergeant Crawmer integrated 71 Airmen and civilians from 17 bases into one effective team to execute the U.S. Army's busiest Law and Order (L&O) mission in Afghanistan spread across 22 forward operating bases and six RC East provinces over a 50,000 square kilometer battle space.
His exceptional leadership was proven as he trained and qualified his Air Force team in only 10 days on Army rules, regulations and the Military Police reporting system, and the Centrally Operated Police Suite (COPS) in order to effectively protect 45,000 Coalition personnel.
His unit responded to 1,456 security incidents where they emplaced protective cordons, evacuated over 3,000 personnel, and facilitated the arrival of Emergency Medical and Explosive Ordinance Disposal personnel during 12 indirect fire attacks, and the discovery of 30 pieces of unexploded ordinance.
Under his watch, his team identified 69 General Order violations, seized 23 pounds of narcotics, 26 gallons of alcohol, and destroyed over 900 contraband items.
Sergeant Crawmer ensured top performance from his team and garnered a 93% solve rate through 170 criminal apprehensions involving 87 subjects, 811 traffic citations issued, 220 traffic accident investigations, and 231 vehicles impounded.
His team provided security for a visit from the U.S. Speaker of the House, the U.S. Defense Secretary, two Service Chiefs of Staff, four service secretaries, congressional delegations, and three International Security Assistance Force Commanding General briefings which were all executed without incident.
On four separate occasions Sergeant Crawmer directed joint operations with the International Contract Corruption Task Force, a coordinated effort involving Military Police, FBI, CID, and OSI which identified 57 contract discrepancies, and resulted in the detention of 12 contractors, and stopped an estimated $1,000,000 in fraudulent charges annually to the United States Government.
Finally, his team earned eight Squadron level and one Group level, Airmen of the Month Awards, five Impact Army Achievement Medals, five coins for excellence, and an Air Force Gallant Unit Award.
Sergeant Crawmer's extraordinary actions, dedication to mission accomplishment and service to country are a true reflection of his outstanding leadership and are fully deserving of the Bronze Star Medal.
