Purpose of Counseling:
Event-Oriented: Misuse of the Government Travel Charge Card (GTCC) for an unauthorized purchase while not in a travel status.


PART III - SUMMARY OF COUNSELING

Key Points of Discussion:

SPC Smith,
This counseling is to address your recent misuse of the Government Travel Charge Card (GTCC). On or about [INSERT DATE], you used your GTCC to make a purchase of [INSERT ITEM/AMOUNT] that was not associated with official government travel. At the time of the transaction, you were not in a travel status nor authorized to use the card for any expenses.

The GTCC is issued for official government travel purposes only, as outlined in DoD Financial Management Regulation, Volume 9, Chapter 3, and your signed Statement of Understanding for the GTCC. Any unauthorized use is a violation of policy and subject to administrative and potentially punitive action under the Uniform Code of Military Justice (UCMJ).

Your actions are not in line with Army Values, specifically Integrity and Responsibility. Misusing government resources damages the trust placed in you and can affect the financial liability and integrity of the unit. It also reflects poorly on your character and professionalism as a Soldier.

You are expected to immediately reimburse the unauthorized charge and provide confirmation of payment to your supervisor and the unit APC (Agency Program Coordinator). You are also directed to re-familiarize yourself with AR 600-20 and DoD travel card policy to prevent future incidents.

This is a formal written counseling and will be maintained in your local counseling packet. Continued misuse or failure to correct this behavior may result in additional administrative action, including but not limited to revocation of your travel card, UCMJ action, or separation proceedings.


Plan of Action:

Soldier will provide proof of reimbursement for the unauthorized charge within 5 business days.

Soldier will complete a review of GTCC policy and sign acknowledgment of understanding within 3 business days.

Soldier will not use the GTCC unless on approved travel orders and for authorized expenses only.

Follow-up counseling will be conducted in 30 days to assess compliance and understanding.
