Military Pay Technician
Sergeant Winnie D. Pooh, United States Army Reserve, distinguished herself by meritorious service as a Military Pay Technician for Defense Finance and Accounting Service (DFAS), Defense Military Pay Office, Fort Jackson, South Carolina from February 2017 to January 2018. She provided excellent customer service to over 15,000 National Guard, Army Reserve, and Active Duty Soldiers. She counseled members on standard military pay entitlements and ensured Soldiers' inquiries were answered and understood. She reviewed a variety of supporting pay authorization documents to ensure validity and compliance with applicable policies and regulations. SGT Pooh also assisted in the processing and disbursement of 88,000 Stored Value Cards for Reserve, National Guard, and Active Duty Soldiers with no losses. In addition, as an NCO in the Military Pay Processing Section, SGT Pooh supported over 1,400 Army Reserve, National Guard, and Active Duty Soldiers and reviewed military pay documents to ensure that actions were required and processed in accordance with the applicable guidance and regulations. Further, she processed over 3,000 military pay transactions with an average accuracy rate above 98%, which exceeded the DFAS accuracy standard of 98%, for twelve continuous months.
Quality Assurance Review Team Member
Staff Sergeant Collins' attention to detail and technical skills enabled the 416th Theater Engineer Command's G-8 Quality Assurance Review team to successfully conduct USARC mandated Quality Assurance Reviews at two separate subordinate units and train the unit's pay personnel in the proper USARC required Pay Procedures. His extensive background and leadership abilities played a vital role in the success of the team's mission and validated standing procedures and policies.
Collections Officer
MSG Mel Johnson was instrumental in the time emergent coordination of two contract task orders to support intelligence operations in Africa. On receipt of funding in July, MSG Johnson worked tirelessly to prepare the Performance of Work Statements and associated documentation, while coordinating directly with a number of contracting offices to apply funds prior to expiration. His skill and tenacity were indispensable to the successful application of resources to secure AFRICOM's only collection resources. His professionalism reflects great credit upon himself, the Information and Knowledge Development Directorate, Headquarters, United States Africa Command, Stuttgart, Germany and the United States Army.
Debt and Claims NCO
SGT STEVEN CALLO, UNITED STATES ARMY, DISTINGUISHED HIMSELF BY EXCEPTIONALLY MERITORIOUS SERVICE AS THE DEBT AND CLAIMS NCO WHILE SERVING AT DEFENSE FINANCE AND ACCOUNTING SERVICE, INDIANAPOLIS, INDIANA FROM MAY 2012 TO JUNE 2014. DURING HIS ACTIVE DUTY OPERATIONAL SUPPORT TOUR, HE DEMONSTRATED UNPRECENTED EXPERTISE AND COMPETENCE AND WAS RECOGNIZED AS THE SUBJECT MATTER EXPERT ON DEBT MANAGEMENT OPERATIONS. HE PROVIDED TIMELY AND FINANCIALLY SOUND CUSTOMER SERVICE TO OVER 4,000 SOLDIERS AND METICULOUSLY TRACKED OVER 1,600 OUT OF SERVICE DEBT AND CLAIMS CASES RANGING FROM $500.00 TO OVER $100,000.00, ENSURING DFAS CUSTOMERS' ISSUES WERE CORRECTLY RESOLVED. THE DISTINCTIVE ACCOMPLISHMENTS OF SGT CALLO REFLECT CREDIT UPON HIMSELF, THE UNITED STATES ARMY, AND THE DEPARTMENT OF DEFENSE.
NCOIC
For exceptionally meritorious service while assigned as NCOIC, as Certifier, and as Disbursing Manager for the Disbursing Section during Diamond Saber 2013. SSG Cole's knowledge, initiative, and selfless devotion to duty enhanced operational support and ensured mission accomplishment. His professionalism reflects great credit upon himself, the 251st FMD, and the United States Army.
Financial Management Technician
SPC Clio displayed exceptional initiative and outstanding motivation during her time at Fort Campbell. SPC Clio supported over 75,000 Soldiers while serving in the Bonuses and Customer Service section from April 2010 to September 2012 and exceeded the DFAS standard of 99% accuracy in coding transactions. SPC Clio took charge of her squad and maintained operations on several occasions in the absence of her squad leader.
SPC Clio led by example and showed great potential to be a future leader. She exceeded Army standards by scoring 290 on the Battalion record APFT in October and 295 on the record APFT in March 2012. SPC Clio took the initiative to train and mentor three junior Soldiers in Customer Service. She volunteered for the 101st Sustainment Brigade's Fort Campbell Field Day on July 4, 2012.
SPC Clio's integrity, perseverance and devotion to duty have made her an indispensable member of our team. Her desire to support the fight, positive attitude, and motivation set her up for success while delivering world class financial support. Her outstanding performance epitomizes selfless service and the Warrior Ethos. Our unit's mission accomplishment was due, in large part, to SPC Clio's hard work, diligence, sacrifice and desire to succeed.
SPC Clio was selected over her peers as a member of an eight Soldier funeral honors team. She participated in funeral details that provided burial ceremonies to honor several veterans in the Fort Campbell area. Her professionalism, discipline, and respect was praised by many family members and contributed greatly to the success of the mission. Her presence did not only demonstrate how we would never leave a fallen comrade, but how we embrace their families as well.
Disbursing Agent/NCOIC
FOR SUPERIOR AND UNDAUNTING SERVICE TO THE MULTI-NATIONAL BATTLE GROUP EAST DURING THE PERIOD FROM 2 JULY 2011 TO 30 APRIL 2012. SFC MEYER'S DEDICATION AND COMMITMENT TO SUCCESS MAKE HIM AN OUTSTANDING LEADER. SFC MEYER, THROUGH HIS ACTIONS, HAS GAINED THE RESPECT OF SOLDIERS AND LEADERS AT ALL LEVELS. THROUGH DILIGENCE AND DETERMINATION HE ACCOMPLISHED EVERY TASK QUICKLY AND EFFICIENTLY. HIS COMMENDABLE PERFORMANCE IS IN KEEPING WITH THE FINEST TRADITIONS OF MILITARY SERVICE AND REFLECTS CREDIT UPON HIMSELF, 350TH FINANCE DET, AND THE UNITED STATES ARMY.
Finance Customer Service Technician
SPC Heinz worked in the Processing Section during her tenure in Delta Detachment where she received, verified, and processed over 4,500 pay related documents per month. Her top-notch support impacted over 12,000 Soldiers and family members assigned to III Corps, 4th Infantry Division, 1st Cavalry Division, and 3rd Armored Cavalry Regiment. Her military pay processing expertise was demonstrated by maintaining an accuracy rate of 98. Her accuracy exceeded the Defense Finance and Accounting System (DFAS) standards by 2%.
As a customer service technician, SPC Heinz distinguished herself by providing world-class finance support to 14,000 military and civilian personnel by maintaining the Eagle Cash Card (ECC) program. She properly issued over 1,000 Eagle Cash Cards without fear of fraud, waste or abuse issues. She ensured ECC incident reports were sent and returned to the Federal Reserve Bank of Boston in a timely manner. SPC Heinz's judgment and exemplary personal conduct has distinguished her as a great performer.
SPC Heinz was instrumental in the success of the finance deployment support team at Fort Hood. She served in several roles assisting in the processing of over 14,000 temporary change of station (TCS) travel vouchers for the 4th Infantry Division. During the initial phase of the ECC program at Fort Hood, SPC Heinz worked arduous hours issuing ECCs to 1st Cavalry Division and 4th Infantry Division Soldiers. Her strong work ethic resulted in the overwhelming success of the team issuing over 13,000 cards to Soldiers; 8,000 over goal.
SPC Heinz demonstrated a level of Customer Service technical proficiency which belied her rank. For over two years SPC Heinz assisted the NCOIC with processing and completing over 5,000 Pay Inquiries within a two day turnaround time exceeding the standards set by the Battalion and DFAS. Her diligence promoted the Commander's policy of excellent customer service and providing prompt answers to the Soldiers.
