Manpower and Organization Staff Officer
While deployed in support of Operation FREEDOM'S SENTINEL, Captain Cross demonstrated superior performance and contributed historically valuable knowledge in the management and execution of the North Atlantic Treaty Organization (NATO) Crisis Establishment (CE), the governing manpower document for the HQ Resolute Support mission. Captain Cross served as the Acting Deputy CJ1 Branch Head and directed the baseline of 7 organizations' personnel pre-deployment training status following the Resolute Support Commander's inaugural in-theater Key Leader Training. His efforts ensured more than 2,000 Resolute Support personnel were equipped with necessary strategic mission knowledge and skills required to perform the Afghan Train, Advise, and Assist mission. Captain Cross' primary responsibilities also included the management of 1,400 occupied posts at HQ Resolute Support and the training of 33 Manning points-of-contact on proper personnel management procedures. His expertise synchronized the manning and manpower efforts of 32 nations across 5 headquarters. The distinctive accomplishments of Captain Cross reflect great credit upon himself, HQ Resolute Support and the United States Army.

Captain Luxemborg distinguished himself as the supervisory Human Resources Specialist of the Joint Forces Headquarters Human Resources Office by providing exceptional leadership and providing essential support to the joint leaders and service members of the Colorado National Guard which enhanced its ability to recruit quality employees and provide a fully trained and capable force. Capt Luxemborg's innovative solutions helped his team to surmount a variety of obstacles while working with the Merit Placement Plan and the 3R Plan. Displaying exceptional analytical skills in Budget Classification and Recruiting Programs, he captured positive trends and data used to redesign programs and enable improved efficiency in work areas and increased efficiency in performance under pressure in the face of monetary and personnel cutbacks. His adaptability, selfless, untiring effort and commitment to Soldiers, Airmen and civilians was absolutely critical to the successful execution of the CONG mission. Captain Luxemborg's innovative ideas in the area of personnel services, special projects and office redesign facilitated an unprecedented level of proficiency in providing services to the Joint Forces of Colorado and reflects great credit upon him, the Colorado National Guard and the United States Air Force.
